After an upgrade yesterday to util-linux 2.32-0.3, "su" no longer
updates the PATH as specified by ENV_SUPATH in /etc/login.defs.
/sbin and /usr/local/sbin are no longer added when changing to root.
This is the specified behaviour in the man page.

I interpret your followup as you think the added NEWS entry is to be
considered a fix for your bug report, thus closing.
Sorry for the inconvenience with the changes in behaviour, but now is as
good time as any to get rid of pointless differences and align our
behaviour with how other distributions works.
