Package: apt
Version: 1.4.8
Severity: normal
File: /usr/bin/apt-key
When I installed Debian (using the network installer), I wanted to get
better icons but when I needed to use 'apt-key' to get the key
it would give an error stating that /usr/bin/dirmngr was missing.
I knew how to get it, but it should have either came pre-installed or
have the command output that it needs dirmngr for a feature.

I have literally no idea what you mean by "get better icons", but
apt-key and "get the key" do not belong into the same sentence, so I at
least know that you are following ill advice from some 3rd party repo we
will and can not support here.
Keys can and should be downloaded AND verified independently of apt-key
usage and placed AFTER the verification into /etc/apt/trusted.gpg.d/
with a name of your choice.

apt-key complains if gpg/gpg2 aren't available as needed. It doesn't
need dirmngr for anything, so it isn't checking for it – I presume you
are using 'apt-key adv' to call gpg features which happen to require it.
Nothing we can do about.
Expect strongly advising against using apt-key and the adv subcommand
– hence closing as not actionable.
