The package ntp contains a tool called ntpsweep. This tool calls ntpdate
which is not part of the ntp package.
So a Depends: on package ntpdate is missing in ntp.

ntpsweep nowadays uses a perl module which calls sntp, which is
recommended by ntp. I don't think we should be more explicit in this,
especially since most servers don't answers to these sort of questions
anymore anyway.
