Dear Maintainer,

Today, upgrading my system, I got a message when gdm3 upgraded saying (sorry, 
it's in french):

Impossible to remove the directory /usr/lib/udev/rules.d because it is not 
empty.

I noticed the file /usr/lib/udev/rules.d/61-gdm.rules being present in this 
directory and the package contains the same but not in the same location 
anymore apparently moved to /lib/udev/rules.d.

Is it possible the gdm3 upgrade tried to remove the directory instead of 
removing only this file ?

Anyway, one of the upgraded package tried it.

Thanks, doing so. I think this is arguably a dpkg bug: it's right to
say something about non-empty directories, but the message it uses makes
this situation look more serious than it actually is.

Merged /usr was only the default for about 3 weeks in 2016 (it became
the default in 1.0.85, but that change was reverted in 1.0.87 because
there were too many related bugs), and wasn't reinstated until earlier
this year (debootstrap 1.0.102) after most of the related bugs in other
packages had been fixed. There is no stable release of Debian where it
is the default for new installations, although it's on track to be the
default for Debian 10.

Debian is making merged /usr possible, but it is not the only
configuration supported: older installations that started with unmerged
/usr are not automatically merged unless you install the usrmerge
package. As long as Debian continues to support unmerged /usr, we have
to always use the paths that work on unmerged systems (even if they
are equivalent to some other path on a merged system). For instance,
scripts have to start with something like #!/bin/sh or #!/usr/bin/perl,
but never #!/usr/bin/sh or #!/bin/perl, even though either would work
in a merged-/usr system. Similarly, files shipped by packages have to
be in the right place, for example systemd system units in /lib but
systemd user units in /usr/lib (even though, on a merged-/usr system,
those are equivalent).

In the case of udev rules, the only path that works on unmerged systems
is /lib/udev: udev only reads them from /lib/udev, /etc/udev and
/run/udev. On a merged-/usr system, /lib/udev is equivalent to
/usr/lib/udev, but on an unmerged system it is not. As a result, gdm3's
rules in /usr/lib/udev weren't loaded on unmerged systems.
