There is no stable release of Debian where it is the default for new installations, although it's on track to be the default for Debian 10. Debian is making merged /usr possible, but it is not the only configuration supported: older installations that started with unmerged /usr are not automatically merged unless you install the usrmerge package. As long as Debian continues to support unmerged /usr, we have to always use the paths that work on unmerged systems (even if they are equivalent to some other path on a merged system). For instance, scripts have to start with something like #!/bin/sh or #!/usr/bin/perl, but never #!/usr/bin/sh or #!/bin/perl, even though either would work in a merged-/usr system. Similarly, files shipped by packages have to be in the right place, for example systemd system units in /lib but systemd user units in /usr/lib (even though, on a merged-/usr system, those are equivalent). In the case of udev rules, the only path that works on unmerged systems is /lib/udev: udev only reads them from /lib/udev, /etc/udev and /run/udev. On a merged-/usr system, /lib/udev is equivalent to /usr/lib/udev, but on an unmerged system it is not. As a result, gdm3's rules in /usr/lib/udev weren't loaded on unmerged systems. smcv
