It very often happens, that I install some service on my machine for
testing purposes or that I only need temporarily.

That means that I do *not* want the service to start at boot.

What I do is to comment out the service inside runlevel.conf.

Now every time I update the service a new entry for it is added to
runlevel.conf. Which means I have to edit runlevel.conf every time
I "apt-get upgrade", which I do all the time, since I'm tracking
sarge/sid as a testing service for Debian). It's very tiresome.

I can imagine three solutions to that problem:

1. check in the postinstall script in every service if the service
   had allready been installed and if so leave update-rc.d alone
   This is trivial, but tracking all the scripts is a lot (too much?)
   work.

2. the solution proposed in bugreport 237379 (revision control using some
   kind of database/state machine)

3. fix file-rc's update-rc.d implementation so that it will scan
   runlevel.conf and if there's a commented out entry for the service,
   leave the runlevel.conf alone

What do you think. If you agree, I can look into the 3rd solution.
