Dear Maintainer,
I have discovered that after going to runlevel 1 and returning to runlevel 3.
ttys are not created with the appropiate permissions, in particular tty1.
My logs in auth.log got cluttered with these message:
getty[4877] /dev/tty1: cannot open as standard input: Input/output error
After fuzing around a little bit, i discovered that restaring udev or starting
stopping
it was not enough, even erasing allf the ttys files and restarting udev doesnt
solve the problem

I'm going to close this bug report.
As shown, switching between runlevels is something which is an inherent
problem in sysv so would need a general solution. I'd say it's
unsupported at this point.
What you can do, and what should work, is to boot into single user mode,
do you modification and then continue booting into multi-user mode.
