libfann fails to cross build from source, because it runs the test suite
despite DEB_BUILD_OPTIONS containing nocheck and fails doing that. After
honouring DEB_BUILD_OPTIONS=nocheck, it cross builds successfully.
Please consider applying the attached patch after stretch is released.
