Running as root, I followed the instructions in README.db4.3 to
upgrade.  subversion, via apache, could not read the result.  Once I
did chown -R www-data on the appropriate directory everything was OK.

Since the instructions guide you to performing the operations as root,
it would be useful to add a step about changing the ownership.  I'm
not sure exactly what the right advice is, since I'm not sure if the
repository is reliably owned by www-data.

In addition, the instructions might say to note the file ownership and
permissions before the transformation.

Another possibility is to do the relevant operations as the
appropriate user.

Minimally, the instructions could just say to be aware of ownership
and permission issues.  I know that's pretty obvious, but I managed to
miss it :)

Finally, perhaps it's a bug or missing feature in the db4.x utils that
they don't preserve ownership when upgrading.
