UTF-8 ahead! (in case report-bug doesn't handle it properly)

I have a friend whose name contains the string "háčková".
I've had trouble with her name before, but now evolution mangles it (again?).
I have her in my address book under that name, that its correct.
But now, when I write an email, and save a draft of it, the To: header line
turns into
To: ... =?ISO-8859-1?Q?...h=E1=E1=E1?= <...>
(where ... denotes that I left some stuff out)
Notice that this is only "hááá" instead of "háćková". Not only did characters
(specifically, the problem seems to be ć) disappear, but also a á was added
that doesn't belong here at all.

Apparently evolution is really bad about charset selection. This string should
be written in ISO-8859-2, not ISO-8859-1. Or UTF-8.

I'm aware that evolution 1.5 exists, but since its not installable in parallel
with evolution 1.4 any more I don't have it installed to test with. You should
be able to reproduce/check fairly easily.

Using the steps to reproduce, the string is no longer encoded with
iso-8859-1, but correctly with iso-8859-2. The name also appear
correctly in the email.

Please reopen the bug if the problem persists.
