Severity: important

innserv needs to be modified to support multiple packages providing
the same service. Otherwise, it is impossible for a package which
provides a common service (and also conflicts with another provider of
that service) to use insserv without manual intervention. See #606588
and #535442 for examples of bugs caused by the inability to support
multiple packages providing the same service.

I am going to mark this bug as closed. There is already a documented way
to handle this situation and, while there is room for improvement, it
doesn't look like anyone wants to provide a patch to create the
suggested enhancement.

If someone submits a patch then I'll happily review and apply it.
