Download the file and it contain the correct tilde before 'deb9uN'.
Does happen...
File is downloaded with underscore where tilde should be.

I have decided to not fix this. Upstream disables tilde characters in
file names due to security concerns with file systems like VFAT that
use tilde to represent truncated file names.
It may be possible to write a patch that confirms safety of the
underlying file system. If that is written, I am willing to consider
it, please reopen this bug report.
