The latest version of Pinto on CPAN is 0.14, released 2017-08-06.
It looks like there's a version numbering problem with the Debian
package, so presumably uscan et al. aren't spotting the new
upstream version.

The easy fix is probably to version the new one as 0.140 and
add some version mangling to debian/watch. Alternatively,
an epoch wouldn't seem wrong to me either in this case.

(I suspect that no one is actually using this module, given
the original maintainer has left and the package has a popcon
of nine installations...)
