Or, well, you maybe can consider it so… I'll let you decide :)

That's because debian-security is in a different archive. For a long
while now, the default datasource for rmadison has been the ftp-master
api, which reports only stuff from ftp-master itself. If you use
another source, for example madison.cgi from qa.d.o, you can see also
the rest.
