konclude fails to cross build from source, because it fails running
tests in the presence of DEB_BUILD_OPTIONS=nocheck. The attached patch
makes the tests optional, but konclude still fails to cross build due to
its use of help2man. Please consider applying the attached patch anyway
and close this bug when doing so.
