This is not a bug in the pango1.0 package: individual package maintainers
cannot control how their package's detached debug symbols get published.
See <https://bugs.debian.org/894081> for previous reports of this.

Unfortunately there doesn't seem to be an apt archive with detached
debug symbols for security updates like 1.42.4-7~deb10u1. However,
security updates do get copied into buster-proposed-updates, so you
might be able to get them from:

    deb http://deb.debian.org/debian-debug buster-proposed-updates-debug main
