The xdelta binary package contains the program xdelta-config, which is
meant for developing with libxdelta2-dev. You cannot use xdelta-config
without libxdelta2-dev. Thus the file should be located in the -dev
package.
Having xdelta-config in xdelta also means that we cannot mark it
Multi-Arch: foreign which in turn breaks cross building of src:ndpi.
Please consider applying the attached patch.
