Dear Maintainer,

I have tried to use swaks in a Docker container (using debian:stretch as the 
base) and when trying to send a mail swaks was complaining about "bad protocol 
'tcp'.

With a bit of googling I found 
https://www.nntp.perl.org/group/perl.ldap/2005/10/msg1798.html, which indicated 
that this relies on /etc/protocols being present. After installing the netbase 
package I was able to send mail with swaks.

I have not yet tried if the same can be experienced on debian:buster.

Hello,

Swaks depends on perl and perl Recommends: netbase.

Swaks without /etc/protocols is not totally useless ( --pipe and
probably --socket still works) and it has the abovementioned transitive
Recommends on netbase. So I do not think there is a real bug here.

According to policy Recommends is very strong ("The Recommends field
should list packages that would be found together with this one in all
but unusual installations.")
