Hi,

Currently, perl-modules-5.30 is in section perl. Please move it to section
libs.

Britney only allows 'smooth updates' for binaries in section libs (or
oldlibs). During a perl transition, this should allows the old libperl5.xx to
stay in testing when a newer perl migrates. This means only the packages that
depend on the api need to go in together.

This currently doesn't work, because libperl5.30 (section libs) depends on
perl-modules-5.30 (section perl). As the old perl-modules-5.xx isn't allowed
to stay in testing, libperl5.xx can't stay around either. Moving
perl-modules-5.30 to libs would fix that (for the next transition).
