After update to 0.090-1 (but this issue is still present in 0.090-2)
"waiting for /dev to be fully populated..." ends with "done (timeout)."
claiming that it can't rename wifi_ifrename, which has the same MAC address
as wlan0.

I could "fix" this issue by specifying the interface type in the created
z25_persistent-net.rules; for coherence I also added a specific rule for the
wifi interface, i.e.:
