On a new installation from RC3 netinst, debconf is currently upgraded when 
tasksel is run (no tasks selected) from v1.4.30.11 to v1.4.30.13.

During the upgrade I see the following messages flash by:
Setting up debconf (1.4.30.13)
'import site' failed; use -v for traceback
'import site' failed; use -v for traceback

There are no errors; package installation finishes successfully.
I have reproduced this during a second installation.
