The snmptrapd.service file has this line:

However, snmptrapd expects to see the MIBDIRS rather than MIBSDIR so this line
is not having the intended effect.

This seems to be a Debian packaging issue. I originally had issues running
reportbug so I reported this to Ubuntu instead. They informed me how to use
reportbug. https://bugs.launchpad.net/ubuntu/+source/net-snmp/+bug/1847377


I noticed this while trying to add a directory to the list (custom MIBs).
