Hi,
Would it be possible that you'd split the init.d script into two scripts?
The first one, which is started quite early during the boot process, would
start ISDN devices (ippp0 etc.) and the second one would enable services
like ipppd? The first script would be started as /etc/rcS.d/S40isdndevices
or such because some other networking related programs may need that all
networking devices are up before they're run. This kind of program is ipmasq
for example, its priority is /etc/rcS.d/S46ipmasq. This is completely normal,
here's a quote from /etc/rcS.d/README:

* After the S40 scripts have executed, all local file systems are mounted
and networking is available. All device drivers have been initialized.
----
On the other hand, regular ppp devices (modem links) are enabled quite late.
But ISDN devices can exist without needing to dial a ISP, that's why they
could be created at the same time when lo and possibly eth* are by the
scripts of netbase package.
