Upgrades of postgis databases are not supported.

You're still using postgis-2.5 with postgresql-11, while testing now has
postgis-3 with postgresql-12.

Because you cannot migrate postgis databases with pg_upgradecluster,
you'll need to recreate those databases.

This has been the case for many years now.
