There is a circular dependency between ceph-common and python-cephfs:
ceph-common :Depends: python-cephfs (= 12.2.8+dfsg1-5)
python-cephfs :Depends: ceph-common
Circular dependencies are known to cause problems during upgrade between
stable releases, so we should try to avoid them.
