A new version 3.0 of libctl is available upstream.  This version is 
required for the new "Meep" package available upstream and will be 
required for future MPB releases.  It should be backwards compatible
with the MPB 1.4.2 currently available in Debian, although this
will have to be recompiled.

Note that the libctl 3.0 now uses automake and so provides 
shared-library support via ./configure --enable-shared.
