using apache2, so it should put the file into
/etc/apache2/conf.d instead.

No such version; the version is 4:4.3.10-16.

No, it doesn't. libapache-mod-php4 puts it there; this is only the default
php SAPI pulled in for sarge.

No, it shouldn't. If you want the php4 SAPI for apache2, install
libapache2-mod-php4 instead of expecting php4 to pull it in for you.
