The "IBus-Unikey Setup" window can't be opened via the gear icon in
gnome-control-center; nothing happens if you click the gear icon.
Installing a .desktop file for the purpose fixes it. We just did that in
Ubuntu:

In Debian that file would need to be adapted to the changed "libexec"
location according to <https://bugs.debian.org/955245>.
There is also a related upstream issue:

But that issue is only vaguely related as long as no setup command is
specified in a setup property in /usr/share/ibus/component/unikey.xml.
