- The documentation on the wiki ( https://wiki.debian.org/DebianMaintainer#step_1_:_Identification ) says 1 (but that more is recommended). - The form for registering oneself in the NM database says 2 are needed (but doesn't enforce this, presumably because one isn't actually applying for anything at this stage). - The 'key consistency check' page of the DM application says only 1 is required for DMs...
- ....but its automatic checker says 'bad' on a key with 1.

I don't have an opinion on which it should be (I now have 4), but it shouldn't contradict itself.
