I clicked on "(download all signed statements in a single mailbox file)" at
https://nm.debian.org/process/348
i.e. https://nm.debian.org/process/348/download_statements
but this resulted in an empty file.
Does it make sense to have a download link when there's nothing to
download?
As an aside, the "Declaration of intent" links gives a forbidden
error. I don't know if this is a separate issue. (I guess they both
boil down to the same issue: that there's no statement.)
