I try to investigate problem. Tiled is searching plugins in
/usr/bin/../lib/tiled/plugins directory, but package install plugins into
/usr/lib/x86_64-linux-gnu/tiled/plugins directory.

Workaround: creating symlink "tiled" targeting to "x86_64-linux-gnu/tiled" in
"/usr/lib" directoru cause plugins working well.

Hi NemaChybu team,

This is already fixed in 1.3.3-1. I think you are using tiled-qt 1.2.1 from 
Debian stable
thus it is still not fixed. But we cannot fix the stable directly. We can only 
backport the version that fixes this issue into Debian stable (buster). 
Currently I don't have time to do the backport of this package. Please see if 
you can backport it and contribute it back to Debian.
