The scripts in '/usr/share/netfilter-persistent/plugins.d/' make use of the
'modprobe' command, although this package does not depend on 'kmod' (which
provides 'modprobe'). This is a problem in LXD containers, for example, where
the iptables module is loaded by the host, and 'kmod' is not installed by
default :

I think that this package should either add a dependency to the 'kmod' package,
or only call modprobe if it exists. I did not send a patch because I'm not sure
which solution is better. I can send one if needed, as the two solutions are
pretty trivial.
To workaround this problem, install the 'kmod' package.
