My desired postfix configuration is not reflected in the package's
debconfage.

I think it would be useful to support systems that want to perform
direct delivery to any Internet host for any outgoing mail, but accept
no local mail themselves.  It's fine for bounces et al. to come back to
the domain my mail is rewritten as.

Essentially, what I'm trying to accomplish is basically ssmtp plus
queueing, for times when my laptop is down.  I imagine there must be at
least a few other for whom this would be the preferred configuration.

It looks like this was fixed, at the latest, in 2004 (postfix (2.1.4-1)), but 
the bug was never updated.
