Package: gdm
Recently I changed locale from ru_RU.KOI8-R to ru_RU.UTF-8.
'locale' command in Virtual Console showed that system uses UTF-8.
'locale' command showed in X-terminals that system uses KOI8-R
In /etc/default/gdm still was old KOI8-R. I had to edit it manualy to
get hopefuly changed locale in X.
P.S. My X starts automaticaly with gdm.

GDM already reads the locale in its startup script. Sessions started
from there inherit from the locale setting. Adding this pam_env stuff
would only lead to overriding the user setting if he doesn't want the
system's default locale.
