After downgrading to 2.7.16-1 I could reinstall wicd and its dependencies.
Upgrading to python2 2.7.18 breaks wicd packages.

apt dist-upgrade installed new python2 version and removed wicd packages

downgrading of all relevant python-based dependencies to 2.7.16-1

There is no python-wicd in Debian Unstable or Testing anymore:
https://packages.debian.org/search?keywords=python-wicd
What you reinstalled is the package from Debian 10 Buster (current
stable release).
If you want wicd on Debian Unstable or Testing, please add the
Experimental APT repo and try wicd from there. The GUI applet in that
version is known to not yet work again. (One of the reasons why the
Python 3 based version is still in Experimental.
