Hi,
during a test with piuparts I noticed your package fails to upgrade from
'testing'.
It installed fine in 'testing', then the upgrade to 'sid' fails
because it tries to overwrite other packages files without declaring a
Breaks+Replaces relation.

libsnmp-dev wasn't the package that this bug filed against at the moment
you closed it. So, the bts doesn't consider the bug closed in unstable.
(Hopefully I fixed that now, if not, I'll try harder).
