in /etc/nagios-plugins/check_nrpe.cfg  there's

command_line    /usr/lib/nagios/plugins/check_nrpe -H $HOSTADDRESS$ -c
$ARG1$ -a $ARG2$

which causes the plugin to fail when there is no ARG2. passing just -a causes 
check_nrpe to print
multiple lines, which is reported as "no output" by nagios
