The following condition caused the failure:

ConditionVirtualization=vmware was not met

After commenting it out vmtoolsd started successfully. For what it's worth,
the same condition fails in VMware vmplayer.

FYI: there was no change in the behaviour in open-vm-tools. Doubt that
was a problem in the package...
