Building audit with an older linux-libc-dev fails, because the python
bindings expect AUDIT_STATUS_BACKLOG_WAIT_TIME_ACTUAL to be present.
This macro was introduced in linux 5.9. In order to make audit easily
backportable, it should quite simply depend on suitable kernel headers.
