Yeah, basically there are three issues here:
1) That query shouldn't be showing archived bugs
2) You shouldn't remove usertags from archived bugs just to stop
showing them if the reason for the usertag is valid
3) You should be able to remove usertags even if they're archived.
1 and 3 are related bugs, 2 is not.
