Manual page reads:

       -T fs-type
              Specify how the filesystem is going to be used, so  that  mke2fs
              can  choose  optimal  filesystem  parameters  for  that  use, as
              defined filesystem type  configuration  settings  found  in  the
              /etc/mke2fs.conf(5) file.

DESCRIPTION

The manual page mke2fs.conf(5) does not list valid values for fs-type:

      [fs_types]
              Contains relations which define defaults that should be used for
              specific filesystem types.  The filesystem type can be specified
              explicitly using the -T option to mke2fs(8).  If  no  filesystem
              type is specified, mke2fs(8) will use the filesystem type floppy
              if the filesystem size is less than or equal to 3 megabytes.  If
              the  filesystem size is greater than 3 but less than or equal to
              512 megabytes, mke2fs(8) will use the filesystem small.   Other-
              wise, mke2fs(8) will use the default filesystem type default.

And from http://e2fsprogs.sourceforge.net/e2fsprogs-release.html 
"2fsprogs 1.35 (February 28, 2004)" one can read:

    Fix a bug in mke2fs which caused -T largefile or -T largefile4

These valued are not dicussed at all (if they are still relevant).

PROBLEMS NEEDING FIXING

- What exactly are the valid values of fs-type?
- How dees the values affect the program, please clarify.

No, because they are configurable and extensible, and any changes to
the configuration file would make the man page obsolete and out of
sync with the config file.  You might as well complain that the man
page for inetd.conf doesn't list all of the services supported by
inetd.  In order to find that out, you need to take a look at
/etc/inetd.conf.

Take a look at the _actual_ file /etc/mke2fs.conf which is included in
the release.  It should be obvious what's going on.
