I enter to the bullseye chroot with i386 architecture by systemd-nspawn command,
and i can't run any command related changing the timestamp of files as below:

debian-buster:~$ sudo debootstrap --arch=i386 bullseye chroot-bullseye-i386

debian-buster:~$ sudo systemd-nspawn -q --resolv-conf=off --timezone=off -D
chroot-bullseye-i386
root@chroot-bullseye-i386:~# touch /usr/bin/bootctl

Is this bug of systemd-container package?

I looked into this a bit more.
A git bisect finds that this is fixed by the following commit
https://github.com/systemd/systemd/commit/3573e032f
Unfortunately, this is not reasonably backportable to stable, i.e. 241.
I'm thus closing the bug report, marking it as fixed in 247-1.
Using the 247 package from buster-backports might hopefully be a
reasonable alternative if this issue is important to you.
