please add "--pidfile /var/run/klogd.pid" to the --start lines in
/etc/init.d/sysklogd.
without this option it's possible for a user to run a process named
"syslogd" and thereby prevent the startup/restart of syslogd. (because
start-stop-daemon will assume any process named syslogd is the right
daemon.)
