Probably since upstream changed the file name of their changelog from
NEWS to NEWS.md in 3.2.0, it seems no more included in the Debian
package as /usr/share/doc/rsync/changelog.gz as it did until 3.1.3 in
Debian 10 Buster.
Please explicitly include the new file in future uploads again.
