This could very well be a bug with udhcpc.

When running udhcpc -q manually with tcpdump running to monitor the
traffic, udhcpc would consistently fail when tcpdump was running
with one filter, and consistently work when tcpdump was using a
different one.

Works:
tcpdump -s 2048 host <dhcp server>

Doesn't work:
tcpdump -s 2048 port bootpc

In the latter case, udhcpc would retry sending a discover message
multiple times with no success. In the former, it would get a
response immediately.

The side effects described in the original bug report were certainly
not attributable to tcpdump directly, but rather to the packet socket
it opens and the kernel was the interesting place to investigate.
However, since this was filed in 2002 and has had no activity since,
I'll simply close the report.
