MPD releases its point releases under various subdirectories, e.g.,
https://www.musicpd.org/download/mpd/0.22/
and

The subdirectory https://www.musicpd.org/download/mpd/0.22/ is hardcoded
in the watch file, which causes uscan to ignore the more recent 0.23.x

yes, this is on purpose.

In the past, upstream sometimes supported several stable branches, and
when Debian was about to freeze we have chosen to stay on the
tried-and-tested branch and leave the new-and-shiny for the next Debian
version. We generally become aware of new upstream versions by other
means than uscan, so d/watch's primary use is for running 'gbp
import-orig' and the upstream subdirectory reflects a conscious choice.
