Something has gone wrong since jessie. The files:
* dcm2xml.dtd
* dumppat.txt
are not installed anymore. Looking at the 3.6.6 exp package, it seems
those files are installed in the wrong location. And looking at the
git/master branch, those files are now properly installed by cmake in
the right location (/dcmtk subfolders).
Someone will need to spend some time on this...
