As of the upcoming v1.16 release of certbot, upstream is requesting that we add
--preconfigured-renewal to either the command line flags or to the cli.ini file
so they can appropriately let the user know that automatic renewal has been
configured on their behalf.
This flag has been permitted since v1.9, however, it has no effect prior to
v1.16.
