The template /usr/share/debhelper/dh_make/debiank/control needs
a build dependency on bzip2 (either by adding it to the template or by
adding it to the generated list before substituting #BUILD_DEPS#).
bzip2 is used during build of the PACKAGE-source package to create
/usr/src/modules/PACKAGE.tar.bz2
I noticed this while building with pbuilder.
