while building sagemath I noticed that linbox includes fplll.h in
algorithms/lattice.h and algorithms/short-vector.h. Hence I think liblinbox-dev
should depend on libfplll-dev.

Yes, I noticed the same thing while packaging 1.7.0, and this fix has been in
place since it was first uploaded to experimental. See [1,2].
