This issue is a request for comments what has to be done to transition the
default ftp from netkit-ftp to tnftp.
tnftp already provides a virtual ftp package, similar to the netkit-ftp and
netkit-ftp-ssl packages.
The tnftp package maintainer has added a transitional package ftp (not uploaded
yet):

Is that package needed or does ftp transition okay once netkit-ftp is removed
from the archive?
Compatibility: I do not see any compatibility problems regarding command line
flags or program behaviour.
If you see any problem, please report it on this issue.
netrc.5: The content of this manpage is included in tnftp.1 (ftp.1). Is this
okay or does the manpage have to be split?
Priority: netkit-ftp's control file has Priority: standard, while `apt show
ftp` presents Priority: optional.
Is it okay to keep Priority: optional for tnftp?
